feat: add service to clean up old github jobs

rabbitmq isn't entirely reliably persistent, so what can often
happen is whenever rabbitmq needs to be restarted, test files
can get leftover on autopkgtest-web units which then don't
actually remain in the queue. There is a 24h TTL in the
upstream queue, which requeues forgotten tests but
this does not amend the issue of test files getting
leftover on the autopkgtest-web units.
