David@Dell confirmed that we follow the same as 18.04 osp1 to remove tlp from the image.

Alex Tu:
Because of Dell request to follow the way of beaver-osp1-sanbernardino to remove TLP from focal re-enabling. So we now get rid of this issue: https://bugs.launchpad.net/somerville/+bug/1897536. I will resign this bug back to you.

Leon:
The TLP is depended by oem-somerville-meta.
So, the TLP can not be removed from manifest.
We'll add a TLP configure file to disable TLP.

add kernel boot option i915.enable_psr=1 (fix lp:1892462)

the reason we didn't lang this in kernel is because some panel will
have corrupted screen (ex: lp:1897501)

per anthonywong:
 because of a bad decision made in the past, but enabling PSR
 by default may regress other hardware so we prefer to enable
 PSR in next cycle
