The active window tracking gets confused here.
Start miral-app
Start an app from the command line (e.g. mir_demo_client_eglplasma)
Move that app to another workspace (e.g. Ctrl-Meta-F4)
Switch back to first workspace (Alt-Meta-F4)
Move the terminal too (e.g. Ctrl-Meta-F4)
Now 1. Both apps show a "focussed" toolbar 2. Alt-Tab doesn't switch between apps
