Merge ordered-parameters [r=free.ekanayaka,therve] [f=1003233]

This branch adds the following methods:

- Schema.get_parameters
- MethodRegistry.get_action
- MethodRegistry.get_versions

It maintains the original order of parameters passed to Schema and
returns them from get_parameters in the same order.
