qmlplugin: change namespace of plugin

libqtelegram and its associated QML plugin do not belong in the
Ubuntu.Plugins.* namespace.

Ensure that we can find libqtelegram's header files during build.

We especially need this when building in QtCreator, else we can't find
the header file.

CMakeLists: make library friendlier for click packages

An Ubuntu click app may simply include this entire library as part of its
packaging. In that scenario, we do not want/need to attempt to install
header files into the system.

Therefore, only install the headers when CLICK_MODE is not defined.
