Update apt-news content for June 2024

Description of the change

The goal is to once again update the apt-news on a regular cadence, highlighting news about CVEs and updates that are made available through Ubuntu.

Content entry was reviewed and approved by Lech Sandecki (see SEC-4442).

Noble Numbat is a codename for Ubuntu 24.04 LTS, I would expect more people to be familiar with the version number than the code name so please use that.

I think the whole concept of "during the 24.04 cycle" is redundant, we can use more direct language, and there is no punctuation in the message.

Ubuntu 24.04 LTS changes the default behavior of needrestart.
Many services are now restarted by default in unattended upgrades.

Aside from that, the message should presumably be limited to 24.04 (and possibly releases that can upgrade to it). There's no point showing a 20.04 user what changed in 24.04.
