Same here on 14.04 , MOTD doen't get updated.

/etc/pam.d/login:

[...]
session optional pam_motd.so motd=/run/motd.dynamic noupdate
session optional pam_motd.so
[...]

/etc/pam.d/sshd:

[...]
session optional pam_motd.so motd=/run/motd.dynamic
session optional pam_motd.so noupdate
[...]

Please fix this as we use the MOTD for update-infos and other stuff.
