  * debian/vtrgb.vga, debian/rules, debian/console-setup.postinst:
    - install a vga configuration, for easy reference by others who want to go
      back to legacy mode
    - relocate the stock vtrgb from /usr to /etc, such that it can be edited
      by an admin, LP: #738992
