Bug Description

Binary package hint: console-setup

Move the stock distro vtrgb and newt palette from /usr to /etc, as these are conffile and should be admin editable.

    - install a vga configuration, for easy reference by others who want to go
      back to legacy mode
    - relocate the stock vtrgb from /usr to /etc, such that it can be edited
