feat: port "create-cephfs-client" from charm.ceph (#71)

Applies changes:
- [broker: add operation to create CephFS clients](https://review.opendev.org/c/openstack/charms.ceph/+/916548)
- [test: add unit testing for new "create-cephfs-client" op](https://review.opendev.org/c/openstack/charms.ceph/+/916549)

with some modifications to adapt it to the Microceph code.

Do not change default replication size.

This PR removes the command to change the replication size to 1.
Now that we can have OSDs backed by loop files, this setting
doesn't make sense anymore.

Prevent automatic updates.

This PR stops the microceph snap from refreshing automatically and
uses a named track as a default to make installations more
predictable.
