Add config option enable-rgw

Add new option enable-rgw. If the option is
true, enable the rgw on all microceph nodes.

Add cluster client to interact with microceph
daemon over unix socket. For now, add a function
to get all services from the cluster. In future,
this client can be enhanced to bootstrap the
cluster, join new nodes etc.

Do not change default replication size.

This PR removes the command to change the replication size to 1.
Now that we can have OSDs backed by loop files, this setting
doesn't make sense anymore.

Prevent automatic updates.

This PR stops the microceph snap from refreshing automatically and
uses a named track as a default to make installations more
predictable.
