quantum-common error configuring (no /etc/quantum)

Bug Description

DId an apt-get install quantum-plugin-openvswitch-agent
and it failed (in a number of ways) but firstly in that quantum-common could not be configured.

Adding new user `quantum' (UID 108) with group `quantum' ...
Not creating home directory `/var/lib/quantum'.
chown: cannot access `/etc/quantum/': No such file or directory
dpkg: error processing quantum-common (--configure):

(This sounds like a bug already reported but still valid in:

2012.1-0ubuntu4

mkdir /etc/quantum resolves this issue.
