Bug Description

cdromupgrade from Lucid to Precise with Ubuntu Alternate 20120419

TEST CASE:
1. Install lucid
2. Reboot
3. Insert Precise Alternate CD
4. Start the upgrade _without- using network.

CDROM is detected, I answered 'no' to use network then proceed with upgrade and it failed.

- update-manager should not set PYCENTRAL_NO_DPKG_QUERY
- python-central should use the new dpkg multiarch layout.

  * Update for newer multiarch dpkg layout (/var/lib/dpkg/info/$arch/$pkg.list
    instead of /var/lib/dpkg/info/$pkg.list).
