90_dpkg_maas.cfg is world readable

Bug Description

$ ls -l /etc/cloud/cloud.cfg.d/90_dpkg_maas.cfg
-rw-r--r-- 1 root root 297 Mar 14 04:58 /etc/cloud/cloud.cfg.d/90_dpkg_maas.cfg

after dpkg installation the 90_dpkg_maas.cfg file is world readable.
that file will have credentials in it.
