Bug Description
[Impact]
config-package-dev 4.13 in precise fixes three issues found while testing config-package-dev 4.12 on oneiric:
• Because of an incompatible Perl 5.12 change that broke the ‘encode’ script, all config packages built with config-package-dev now conflict with each other.
• DEB_CHECK_FILES and DEB_TRANSFORM_FILES cannot find dpkg’s md5sums for files in Multi-Arch: same packages.
• dpkg and dpkg-divert may write localized output on non-English locales, which breaks parsing.
