[mk-sbuild] should be able to run as root

As far as I can see, the reason it's currently like this is ~/.mksbuildrc

I'd be tempted to say we should make it only be runnable by root. But we should also look at not worrying about mk-sbuild any more, and getting it's features into sbuild-createchroot

I meant ~/.sbuildrc, but yes ~/.mksbuildrc is also relevant.

This bug was fixed in the package ubuntu-dev-tools - 0.142
