duplicate names for cities & districts in template iso-3166-2

Bug Description

Developer's notes to translators (string 2400 in Rosetta) say that names for LV-DA and LV-DGV (Daugavpils) are the same.

But in accordance to ISO 3166-2:LV the name for LV-DA "Daugavpils" (in Latvian/in Russian -- Daugavpils Apriņķis/Даугавпилский район) differ the name for LV-DVG "Daugavpils" (Daugavpils/Даугавпилс).

This is true to strings 2403 (Jelgava), 2407 (Liepāja), 2413 (Rēzekne), 2414 (Rīga), 2420 (Ventspils). Please divide them.

Thanks for the notification. I changed that in git and this will be in next release.

Actually, I did not change the setting because the string is duplicated but because the XML file was already suggesint we shoudl add "Apriņķis"...:-)

      this is what's defined by the standard. Closes: #647151
    - ISO 3166-2: Add district suffix for district of Latvia.
      That helps differentiating strings. LP: #882216
