clearer error message when upstream tag is missing

Bug Description
bzr-builder now supports non-native packages. It will export the matching upstream tag.
When this tag is not present it will currently simply print a "No such tag: upstream-1.1" error, rather than somethign that is understandable to users. It should print a clearer error.
