duplicity prompts for passphrase even when PASSPHRASE is set

Bug Description

There is a regression in Oneiric where duplicity prompts for a gpg encryption/signing passphrase even when $PASSPHRASE has been set. This breaks my unattended backup script and apparently some other people as well: see https://lists.nongnu.org/archive/html/duplicity-talk/2011-08/msg00036.html

This is apparently now fixed upstream in <https://code.launchpad.net/~ed.so/duplicity/reuse-passphrase-for-signing-fix/+merge/72541> but Ubuntu needs to either cherrypick this fix or bring in a new duplicity release/snapshot.

There is a workaround though, which is to set SIGN_PASSPHRASE.
