At a minimum, we need:

-opening pcmanfm
-right-click a file eg jpg
-selecting "Open with" in context menu
-selecting tab "Custom Command Line"
-clicking "Browse" button

2. the behavior you expected, and

I expect a browser window popping up to "browse" for an application

3. the behavior you actually encountered (in as much detail as possible).

Confirmed, when following the instructions in comment #2, nothing happens when I click the "Browse" button. No errors or warnings are printed in the terminal when doing this. I am running pcmanfm 0.9.9-0ubuntu1 on Ubuntu Oneiric.
