While there is an icon file in

/usr/share/soundconverter/soundconverter-logo.png

This file is neither linked nor copied to /usr/share/pixmaps, no is there an entry for it in the desktop file; in fact the "Icon=" entry is empty.

No. It is not. I just checked the files in Debian's package pool and they support my bug report.

Now, it is quite easy to deduce that the bug was not fixed upstream: the version numbering is identical, therefore the package entered Universe as an autosync without further processing by a MOTU.

OK, let's clarify a few things here:

Firstly, it's not fixed upstream. 0.9.3 is the latest upstream, and that is what the package is based on.
Secondly, this is a duplicate of bug #70019, which probably shouldn't have been closed, as the bug hadn't properly been fixed. I didn't know it hadn't been fixed, at the time.
Thirdly, I thought I'd fixed it last time, but upon my final rebuild of the package, soundconverter.desktop.in.in overwrote the changes after the patch had been applied. I've fixed that, checked that the icon displays, and am about to upload it to Ubuntu. It will be in Debian at some point in the not-too-distant future, too.
Lastly, 0.9.3-1 was not actually autosynced. I requested the sync myself, although it was still directly copied from Debian.
