This bug was fixed in the package kdebase-workspace - 4:4.5.3-0ubuntu3

kdebase-workspace (4:4.5.3-0ubuntu3) natty; urgency=low

  * Rip out the rest of the duplicated files left in kdm.install on the last
    merge (../themes/oxygen-air and ./themes/oxygen) since they are also
    properly in kdebase-workspace-wallpapers (LP: #673611)
