Bug Description

Binary package hint: ec2-api-tools

Amazon announced [1] 4 features today that have been popular requests by users
    * Resource Tagging -Tag the following types of resources: EC2 instances, Amazon Machine Images (AMIs), EBS volumes, EBS snapshots, and Amazon VPC resources such as VPCs, subnets, connections, and gateways.
    * Idempotent Instance Creation - Ensure that multiple EC2 instances are not accidentally created when you needed just one.
    * Filtering - Filter the information returned by an EC2 Describe call using one or more key/value pairs as filters.
    * Bring Your Own Keypair - Import your own RSA keypair for use with EC2.

It would be great if the 10.10 ec2 api tools had these features.

@Scott, This certainly sounds like a good idea. Before taking this further with the release team, have you been able to do any testing? What would you consider the regression potential?

These tools were released yesterday, so I won't pretend to have exercised them exhaustively.

However, the justification for wanting to have them in maverick is:
a.) The features mentioned (especially resource tagging) are significant user requested features
b.) the ec2-api-tools have not really ever released "bug fix" releases (for better or worse), ie, most likely this release is what will be current for some time. The "Whats new" section at [1] list the release versions.
c.) I've given this build some initial sniff testing on my machine, with my normal daily start instances, describe-instances ... admittedly its not complete test coverage.
