missing python-vte causes upgrade failure

Bug Description
Running update-manager -c -d on my dapper laptop, and attempting to upgrade to edgy failed. The window disappeared, and a message was printed to the console (I forgot to save) about being unable to find DistUpgradeViewGtk. I googled around and found that the problem was that I did not have the python-vte package installed.
It is unusual to not have python-vte installed, since it is part of the ubuntu-desktop task, but if Joe User gets into this state, they will be unable to upgrade using update-manager. update-manager (or perhaps one of its dependencies) should depend on python-vte to prevent a less experienced user from getting stuck.
