This is a dependency (I though) to other packages. When installing through synaptic the installation crashed.

Please run:

sudo invoke-rc.d dicod restart

If that fails, then please attach the file /var/log/daemon.log

Ok, I was able to reproduce the problem here. The problem is that I need
to set STARTTIME in /etc/init.d/dicod to a proper amount of seconds to
allow dicod to start.

To fix your problem for now, you can just run:

sudo apt-get -f install
