Add back language-support-writing-* Depends

Bug Description

In the last upload, the language-support-writing-* Depends were dropped (except for -en). This causes the dictionaries to pull in all of openoffice.org when language-support-de (for example) is installed. I don't think this was intentional, and talking to Chris Cheney about it, he is aware and getting to it. Just wanted to file a tracking bug about the issue.
