Bug Description
Binary package hint: gnome-panel
In Karmic (and I believe other previous Ubuntu releases) if gnome-panel was intentionally killed using xkill or "killall gnome-panel", after a moment the panel(s) would re-appear.
In Lucid this does not happen, and must be manually restarted by running "gnome-panel".
