Bug Description
Autotools provides the option of using a LINGUAS file or environment variable to choose which languages should be build. This is used, for example, in Gentoo, so that only those translations the user wants get installed.
I'm attaching a patch implementing the same behavior in DistUtilsExtra (but in a completely optional way; if LINGUAS isn't there it still works like now).
