Lucid UEC installer: CC install is not preseeded when separated from CLC

Bug Description

UEC installer 20100107 / eucalyptus 1.6.2~bzr1120-0ubuntu4
CLC+Walrus / CC+SC topology

When running the UEC installer to install CC+SC, the CLC preseed file doesn't appear to be taken into account:
- installer still asks for default user name / password
- the CLC key is not copied into local authorized_keys

/var/log/installer/syslog shows that the preseed file was loaded:

main-menu[487]: INFO: Menu item 'eucalyptus-udeb' selected
preseed: successfully loaded preseed file from file:///tmp/eucalyptus-udeb.rF2KAn

A correct preseed file is available from https://$cloud:8443/preseed/preseed.conf

  * Log the URL from which we're loading the cloud preseed file.
  * When constructing the cloud preseed URL, strip the port from the cloud
    before appending :8443 (LP: #504157).
