UEC lucid installer: SC fails to start when separated from CLC

Bug Description

UEC installer / 20100105 ISO (eucalyptus 1.6.2~bzr1120-0ubuntu2)
Topology: CLC+Walrus / CC+SC

SC fails to start and register.
Current sequence of events is:
1/ SC starts
2/ SC poststart waits for service startup
3/ SC publishes itself
4/ CLC picks up publication
5/ CLC registers SC

The issue is, service will not fully startup (2) until credentials are present, which on this topology only occurs after registration (5).
The eucalyptus-sc-publication job starts on "started eucalyptus-sc", while it should start on "started sshd" according to spec. When this is fixed, 1-2 runs in parallel with 3-4-5.

Workaround is to run "sudo start eucalyptus-sc-publication" on CC+SC. Note that you're then likely to hit bug 503339.

    dependency on the upstart-enabled openssh-server, and move avahi-utils as
    a dependency of eucalyptus-common (LP: #503340)

  * eucalyptus-common.eucalyptus.upstart, eucalyptus-nc.upstart: per slangasek,
    these should be starting on [2345], and stopping on [!2345], to prevent
    respawning on killall5 at shutdown
