Plan to draw the localized string on top of the image without text

There have been comments about not using a branded image in the past (not sure what the current plan is), so it may be possible to fix this bug without having to use an image.

By fixing this bug LP: #514838 should be fixed indirectly.
LP: #514846 is related to the screenshot handling mechanism.
