Both desktop files have

  Categories=PackageManager;GTK;System;Settings

so I think this needs to be special-cased in gnome-panel? Sebastien, I assume the panel currently special-cases gnome-app-install?

affects: software-store (Ubuntu) → gnome-panel (Ubuntu)

1. gnome-app-install should be removed on upgrade
2. gnome-app-install should not be removed on default installs
3. If the user installs gnome-app-install then it goes into System -> Administration like synaptic, etc...
