mpi-defaults should include lpia support

Bug Description

As the summary says. mpi-defaults should include directions for which mpi implementation lpia needs to use, rather than other packages having to explicitly build against openmpi.

Thanks, looks good and I'll sponsor this. However, please send this to Debian just in case they're willing to accept it; I know Debian doesn't include the lpia architecture, but I've generally had good luck filing polite bug reports requesting that they include basic support for it in the cause of minimising Ubuntu's delta.
