Exactly as the error says, file conflict between packages. After noticing this had happened, I reran:

aptitude safe-upgrade

and the process completed normally, with both totem-plugins and totem-plugins-extra apparently installed normally.

I think I know what happened. If I'm correct then the coherence files were moved from totem-plugins to totem-plugins-extra. During the upgrade process, the old totem-plugins was still installed when it tried to upgrade/install totem-plugins-extra. Then when I run the upgrade again, the old totem-plugins has already been upgraded, so the references to coherence were gone and there's no conflict when it retries totem-plugins-extra.

The fix is to upgrade the totem-plugins before totem-plugins-extra.
