attach block does not seem to work with xen

Bug Description
Works with kvm. With xen the CLC thinks that the device is attached although it does not really attach.
Also, when local device name "/dev/xxx" is requested, describe volumes shows "xxx."

This is actually an issue with aoe. Minor numbers can only seem to go up to 15 (at least on Debian/lenny). I think max should be 8 bits but for some reason the default is 0-15. Fixed in code.
