Ported the fix from 1.6.2 (as reported by Iain: thanks!). Fixes the
regression introduced with 2.0 which requires to reactivate the volumes
(vgchange -ay) after rebooting the storage controller.

local address with :metadata, the public vm ip addresses with :pub,
and the private vm ip addresses with :priv, to separate it appropriately

move parsing config to a subroutine, catch error.

Read the config with bash using 'bash -e', so if anything in the
config returns non-zero, it will fail. On failure, raise exception.

powernap 1.8 uses upstart, and therefore had to deprecate the:
 /etc/init.d/powernap now
interface to sending the "powernap now" signal, since upstart does not support
 passing of arbitrary commands to init.

powernap 1.8 now installs a /usr/sbin/powernap-now binary which does the same
thing as the previous init based invocation.

Update Eucalyptus to use this instead.
