termios fix needs to be reverted

Bug Description

Binary package hint: apt

It seems the termios fix for all-CAPS amd64 builds has side-effects in certain situations (stair-casing output with dpkg in certain sub-shells). Since the root cause of the caps-terminal issue seems to have gone away, this work-around in apt is no longer needed.
