Wrong capitalization "Dm-Upload-Allowed"

Bug Description

Binary package hint: emacs-goodies-el

When editing debian/control files, the tag DM-Upload-Allowed is not colored in font-lock mode. The tag that _is_ recognized is "Dm_Upload_Allowed", but this is not the capitalization most commonly used.

Fixed by the attached dpatch.

It seems odd to do this in Ubuntu given that we don't use DM-Upload-Allowed (or Dm-Upload-Allowed) at all. Wouldn't it be better to send this straight to Debian?

DM-Upload-Allowed may be used in control files, but it seems to get canonicalised to Dm-Upload-Allowed in .dsc files. Therefore, it seems that it would be better to permit both spellings. Would it be a good idea to simply permit case-insensitive matches for any of these tokens?

I did submit it to DBTS. And yes, it would be good to permit case-insensitive matches but that involves a lot of elisp hacking with which I am not very comfortable.
