Please add dependency to ffmpeg with mpeg2video encoder

Bug Description

Binary package hint: tovid

As of intrepid the ffmpeg package does not contain a mpeg2video encoder anymore. This renders at least the todisc tool useless, as menus for dvds cannot be created anymore. Please read https://bugs.launchpad.net/ubuntu/+source/ffmpeg-debian/+bug/254201 and add a dependency to an mpeg2video encoder.

I guess that maybe the package should depend on the unstripped libav packages?

This bug was fixed in the package tovid - 0.31-0ubuntu7
