retracer should tag bug when adding regression comment

Bug Description

Binary package hint: apport

The apport retracer is adding comments to bug indicating that they are possibly a regression of another bug. It'd be helpful if these bugs were also tagged, maybe using 'regression-retracer', so it will be possible to search for these bug reports.

The tag 'regression-retracer' would be consistent with the 'regression-'* naming scheme used to identify regressions.

Attached is a patch for revision number 1141 of apport.
