[FFe] libyaz3 transition

Bug Description

I'm requesting a Feature Freeze exception to complete libyaz -> libyaz3 transition.
Only two packages are involved: yazpp and kbib. The former needs to be upgraded to 1.1.1, the latter just requires a rebuild against new libyaz-dev and new yazpp package.

In odert to verify new yazpp is fine, I rebuilt kbib against libyazpp3-dev. kbib is the only rdepends of yazpp and builds/installs/runs fine (build process requires a little fix to avoid FTBFS against gcc-4.3, but it's independent from yazpp). I tested kbib for a while and I didn't notice any crash or major issues with new yazpp.

This transition is already in progress (roughly how many packages have been
done)?

Those are packages affected:
 * tellico (done with 1.3.2-1)
 * libnet-z3950-zoom-perl (done with 1.21-2)
 * yazpp (requires new upstream 1.1.1)
 * kbib (to be rebuilt against new yaz and yazpp)

  * New SONAME, adjust binary packages accordingly.
  * Adjust (build-)dependencies for the yaz transition.
  * Adhere to Homepage field.
  * Bump Standards-Version to 3.8.0.
  * Replace ${Source-Version} with ${binary:Version}.
  * Copyright informations updated to reflect new license.
  * Remove get-orig-source target in debian/rules, no longer needed.
  * Add watch file.
  * Feature Freeze granted as per LP: #267187.
