Update quassel-core package to be a ready to use package

Binary package hint: quassel

Thanks for you job.

Could you add this features missing on the current package :
Add init script
Create quassel system user
Add this init script to rc.d
Install dependencies to QTLite and SSL
Create .quassel directory if missing
Generate SSL key if missing ( please 4096 not 1024)
add log directory
generate a quassel.log file.
At the end start quasse-core by the quassel user created.

On update: update file changed and restart quassel.

If i need to make a report for each feature, please reduce this bug to the first feature:
Add init script
