Should be Warzone 2100 (Why does it say Stratagus?)

Try the --noshadows commandline parameter and see if that helps.

How do other 3D games render? What is the output of glxinfo?

I just got back on an Ubuntu Box to check this. Its actually an upstream problem with Warzone. It only affects people with Intel GPUs, upgrading to the latest SVN or downgrading to 2.0.10 solves this problem.

From README.Debian
"Users of some graphics cards may experience slowdowns because warzone2100
uses really big textures by default. You may be able to workaround this
by setting the texture size in the video options menu to 64 or 32. You can
also set this by adding textureSize=64 on a line in ~/.warzone2100-2.1/config"

Does setting texture to a lower size helps ?

Do you have any reference to an upstream bug (i.e. URL of bug in upstream bug tracker)?

Can you reproduce this bug using Warzone 2.1.0~1.rc2-1 (Ubuntu Jaunty)?

This bug was fixed in the package warzone2100 - 2.1.0-1

---------------
warzone2100 (2.1.0-1) unstable; urgency=low

  * New upstream release
    - Is a stable release, it can be let into testing (Closes: #458275)
    - Uses right texture size for intel GPUs (Closes: #472403, LP: #241458)
  * Drop README.Debian because the issues are fixed (see above)
  * Don't recommend rejected community music, it is unlikely to return.
  * Improve the package description with feedback from upstream
