DEF_OSTEMPLATE should be Ubuntu

I've changed this default setting, pulled in the changes from Debian unstable and applied another patch from a Debian bug report.

Changes since current version in Ubuntu:
vzctl (3.0.22-5ubuntu1) hardy; urgency=low

  * Fix bashisms reported in Debian bug 472901, patch from Raphael
    Geissert. Patched inline:
    - bin/vzmigrate.in
    - bin/vznetcfg.in
    - bin/vzpid.in
  * etc/vz.conf:
    Use DEF_OSTEMPLATE="ubuntu" (LP: #218411)
  * Modify Maintainer value to match the DebianMaintainerField
    specification.

  * Updated README.Debian to use /etc/sysctl.conf instead of depricated
    directive in /etc/network/options.
  * Corrected two bashism issues, closes: #468468.

It appears the Debian Maintainer chose to solve the bashisms problem a different way. Do we
really want to maintain a seemingly permanent diff over this?

While it has been changed to "bash" for ./etc/init.d/vz-redhat.in, it hasn't been changed for the files, which this patch addresses:
bin/vzmigrate.in bin/vznetcfg.in bin/vzpid.in

It seems like the reference to "vzmigrate" is wrong, and it does not fix the other two files.

So, especially since the Debian bug (where I've taken the patch from) is still open and the maintainer liked it, it's likely that it gets applied in the next Debian release.
