[SRU] Quassel should not have #debian as default channel in Ubuntu

Bug Description

[Impact]

 * Quassel currently is carrying a patch that, by default, connects users to OFTC and the #debian channel. This is not desired for users of Lubuntu and Ubuntu Studio, which seed Quassel.

* Instead, the patch has been changed to go to #ubuntu on Libera, which supports both Ubuntu Studio and Lubuntu, and/or has volunteers who can redirect to the flavor support channels.

[Test Plan]

 * Install Quassel
 * Connect
 * You'll find yourself in #debian on OFTC

[Where problems could occur]

 * Users of Ubuntu who think they're on a Debian system might be irked they're no longer going to Debian support, but this is not likely.

Under normal circumstances I don't think it's acceptable to change a default after an Ubuntu release has shipped, so my initial inclination was to reject this as an SRU.

However, I think it's probably doing a disservice to existing inhabitants of OFTC/#debian to be getting Ubuntu users arriving there by default, so from their perspective I think an SRU is justified.

Unfortunately, I forgot to fix the network name. Simple fix:

+[UbuntuIRC]

Uploading to Kinetic, will supersede upload to Jammy

Applied the latest Quassel update from -proposed to a freshly created Lubuntu 22.04 VM, it now points to irc.libera.chat, and automatically joins #quassel, not #ubuntu.

Well, in that case, it looks like I'm doing this again. This time my strategy is changing to just patch the default libera #quassel and replace it with #ubuntu. Simple one-line patch in this case, but it means replacing the old patch.
