Bug Description

During release testing we encountered this bug. It happened only once, subsequent runs on the same silo worked.

VLAN is defined.

I think the issue is that VLAN 2733 got created in a different fabric than other VLANs

There is definitely a difference how 3.2 deals with fabrics.
Both pictures from the same virtual environment, 3.2-dandidate and 3.1-stable

Important note, above two screenshots maas31 and maas32, in both cases we did not receive an error, I just wanted to show how fabrics behave differently in 3.1 and 3.2
