Removing a LXD VM fails if it is running

Bug Description
Trying to remove a machine from MAAS which is a LXD VM (composed from MAAS itself) fails if the machine is running, with the following error:
Error:Unable to decompose machine because: Failed talking to pod: Instance is running
This seems to happen because we don't wait for the machine to be stopped before removing it.
