Bug Description

I was not able to import a new image after I've upgraded MAAS from deb-based 2.6.2 to snap-MAAS 2.8.1

Path to the keyring to validate the mirror path:
`/usr/share/keyrings/ubuntu-cloudimage-keyring.gpg`

After I selected the new image, its status got stuck as `Selected for download`
- no progress. So, I noticed an error on regiond.log (attaching it).

this MAAS instance was:
a) deb-based `2.6.2 (7841-ga10625be3-0ubuntu1~18.04.1)` upgraded to:
b) 2.7.1 (8261-g.5143564e6) via `ppa:maas/snap-transition` and then upgraded to:
c) 2.8.1-8567-g.c4825ca06
