maas status always says supervisord is restarting without sudo

Bug Description

When `maas status` is run as user, it says supervisor is restarting, even when that's not true:

$ maas status
MAAS supervisor is currently restarting. Please wait and try again.

$ sudo maas status
bind9 RUNNING pid 334355, uptime 0:03:09
dhcpd STOPPED Not started
dhcpd6 STOPPED Not started
http RUNNING pid 334739, uptime 0:02:21
ntp RUNNING pid 334624, uptime 0:02:29
proxy RUNNING pid 334822, uptime 0:02:18
rackd RUNNING pid 334358, uptime 0:03:09
regiond RUNNING pid 334359, uptime 0:03:09
syslog RUNNING pid 334626, uptime 0:02:29

We should probably require the command to be run as root.
