Bug Description

puppet/5.5.10-4ubuntu2 autopkgtest is failing and blocking its migration:

As you can see in the logs curls is returning 56 exit code which make me think that this might be a firewall issue, not allowing tests to access the puppet master server using the name 'puppet'.

The attached patch fixes the mentioned issue adding 'puppet' to $no_proxy variable. It also fixes other issues which will let puppet migrate to the release pocket.

    with Ruby 2.7. It fixes an autopkgtest regression in ruby-puppet-syntax.
  * d/t/control: Add allow-stderr restriction to puppet master and puppet
    master passenger tests.
  * d/t/control: add 'puppet' to $no_proxy variable in puppet-master-passenger
    test to let tests make requests to puppet master running locally
    (LP: #1869265).
